You can get them free in the UK any age from the local GUM clinic. Or Family planning clinic.
But I agree yes it would be ageist.

I think its probably that the government will have some target for 25s and under so fund condoms but over 25 and they havent so it doesnt show on the "look how well we are doing to cut teenage pregnancies" posters at election time.

It is free irrespective of age(above 18) inmany countries from Govt Hospitals and Family Planning Centres under UNO(part of population control).But is question whether sex should be subisidised by Govt?Already there are free condom vending machines in many schools and colleges.
