There are at least 5 correct answers to your question depending on what you mean (beginning of Rurik dynasty, baptism (988), beginning of Romanov dynasty (, beginning of Russian empire, disinegration of the USSR (December 25, 1992)). Read a short article from Wikipedia (http://en.wikipedia.org/wiki/Russian_history) or some other source.

Soviet Union officially became Russia in 1993. Other major dates pertaining to the end of Soviet Union are ~1960, ~1972, ~1982, and ~1988, AFAIK

There are no records as to when Russia began its existence in the first place; however, the common point used to refer to the beginning of Russian history is about 900 A.D. There is no evidence from time significantly earlier that something more complex than a bunch of tribes existed on Russian territory.
