i have a lot of gb stamps early decimal which have 1/2p in the value .if i use these for postage can i count 2 x 1/2p as 1p or ignore the 1/2p and round it down

Please clarify your question - what is it you think you need to ignore? If you are in the UK any combination of stamps, old or new, even 1/2p, can be used to make up the correct rate - stamps issued before decimal currency can't be used anymore. In the USA, most stamps issued since the Civil War can still be used for postage, even 1/2 cent stamps.

Added-- thank you for the clarification. Yes, you can combine them any way to make up the right rate. If you overpay by 1/2p, that's no big deal, but if it comes out even, you CAN include the fractions in making up the right postage rate - two 2 1/2p stamps are worth 5p, etc.
