If you don't have people you can't develop a country's economic resources. For a country to grow economically it must have producers and consumers; the more of both the more activity and the more wealth production. For example Europe has a problem now that with a falling birthrate it will not be able to sustain economic growth unless it resorts to immigration; the same is true for the US. If the 'illegal' immigrants from Mexico were expelled the US economy would suffer.
