When I disfragment , it says that some files can not be disfragmented, Why is this? and what can I do to disfragment these files that can not be disfragmented.

Disfragment?

im thinking the word you meant to use is Defragment?

some files cannot be moved because they are currently in use most likely they are system files that your Operating system is using to keep your computer on and working .

Moving them will mess things up.

or maybe im totally wrong about this but thats what i heard

Katheb has it right: Some files in use by your system can not be moved.

If you want to defragment those files:
Push Control+Alt+Delete.
Click on the "Processes" tab.
Click "User Name."
Right click on a process and select "End Process" for everything that is not SYSTEM user name.
Open Disk Defragmenter and start it again.
Don't even touch the computer while it's running for the best results.

You might have some errors on your hard drive. Try running scan disc or the equivilent program on your pc.
