um, this is a makeup tip, but it really works...putting a pinkish color (like benefits eye brights or just a pink/gold eyeshadow) from the corner of your inner eye to the end of the dark circle helps deflect the shadows. it doesn't cover it, but nothing really will...

Steps
Establish whether or not this condition runs in the family. This will determine whether or not you will be truly successful. If it does run in the family then you must prepare yourself for having minimal success, but still follow the rules below.
Drink massive amounts of water.
Get at least 8 hours of sleep nightly.
Maintain a healthy diet, including many fruits and vegetables.
Don't smoke!
Wash your face twice a day with cool water.
Try taking recently used green tea bags and refrigerating them.
When they are cold, relax and place them over your eyes for 5-10 minutes, or as long as you like.
Make sure you remove all eye makeup before going to bed.
Simply washing your face is not always enough. With mascara, especially waterproof mascara, you may have to use a special eye makeup remover.
Try to relax the space. You can do this by wetting a Q-tip and then freezing for a little while. Then you should gently wipe under you eyes in the areas where the circles are occurring. When wiping, close your eyes lighting, and try not to flinch.
Just before you go to bed, take a washcloth and wet it just a bit with cold water. Then squeeze out any excess water and place it over your eyes as you sleep.
Buy a special mask to wear during the day that is filled with a gooey substance. They have eye-holes in the middle so you can see with them on.
If all else fails, buy eye makeup that is tinted yellow that will make the dark circles less noticeable.
Tips
Buy a concealer such as Touche Eclat by Yves Saint Laurent as this will eradicate them, albeit temporarily but is a fab product all the same.
Food allergies/sensitivities play a major part in under-eye circles. Processed foods with artificial colors and preservatives, milk allergies, can cause this problem.
Mineral makeup is incredible for this problem. Mineral makeup reflects light and makes those circles disappear...without applying gobs of stuff.
When drinking water, understand that the Food and Drug Association of America has rated 6 cups of water a day to be only 'satisfactory'. I suggest that you fill up a water bottle with at least 6 cups of water, and then challenge yourself each day to finish it faster than you did the day before.
Warnings
Understand that dark under eye circles and discoloration are also hereditary. This is a factor you cannot have control over, but you can conceal with the proper application of under eye concealers.
Don't drink over 10 cups of water a day. This is unhealthy, and, if ignored regulary (meaning that every day you drink too much water) and extremely (you drink an amount far over the limit [example: 15 cups]), you can end up in the hospital.

Put something cold against them that actually works, like an ice cube or cold spoons (stick em in the freezer), or a cucumber works as well.

first of all get more sleep!!! don't stress your self to much that's how you get the circles there in the first place. but you can use cucumber. cut them in to too circles and place them over your eyes for about 20 min. maybe if that.

Try Ambien. My mother used to use it to even out her skin tone and get rid of blotches and dark spots. I'm really dark aroung the eyes too, but that's cause I'm part Native American.

Go to Walgreen's and ask pharmacist.They should know which vitamin you could take.My niece had same problem and my sister went in and asked one.I forgot which vitamin it was though .Sorry.
