He's a civilian...working in another country. You need to get yourself to the nearest child support enforcement office . Seek out legal counsel on your own. A petition to enforce child support with a wage withholding needs to be done.......Once ths is in place you also need to send the enforcement to the IRS and STATE for seizure of any and all unpaid child support payments!
A dead beat dad is what you have......
Don't let this a$$ hole get away with this...Do something about it!!!

I dont know off hand if Germany has a reciprocal child support agreement with the US. Contact your local state child support collection dept. (phone book blue pages) and have your mom explain this to them. I bet if hes working on a US military base there, that there is plenty that can be done to him. There is a child support collection law worldwide that many countries belong to for this very reason and are more then willing to help families like yours out with deadbeat Dads. Good luck

If he is an American citizen he can be ordered to pay child support. If he is a German Citizen then it is different. Check with a lawyer. Most of them do free consulations and may be able to help you get what is rightfully yours. Even if he is german he may be subject to american laws because he is paid by the US Gov.

Is it a U.S. military base? If so, it's possible he's technically on US soil.
Check with your state child support enforcement. On a Yahoo Search, you could probably find a website that would give you info for your state and how to file for child support. Don't let him slide! Do it for you children's sake.

If he works on a military base than that is considered U.S territory. Specially because it is Germany because the U.S and Germany have specific arrangements....
