The paint is peeling everywhere. The back yard is just dirt and trash. They hang filthy flags all around the house. From what we can see, the cabinets are grungy and there are old cardboard boxes and trash filling up their house.

Call your local health department. If the dogs are uncared for, call animal control as well. Are there children? Call child protective services.

You might offer them some solutions rather than condemning them. Their home is really none of your business. If it offends you to look at it, then put up a privacy fence. Peeling paint and old cabinets are not grounds for condemnation. Maybe they can't afford the repairs. Take care of your own issues, like looking into your neighbor's windows! That's illegal, you know.

I agree about calling Animal Control and CPS FIRST AND FOREMOST. It is likely they have some sort of mental problem that is making them be so dirty. Often the person can not realize how nasty their home is. I woudl then call the city b/c it is likely they are violating some sort of city ordinance about sanitation if their house is stinky. Have a garage sale and ask them if they want to put a bunch of their crap in it. Or have a bonfire and ask if they want to burn a bunch of their crap. Say: "we are cleaning up the neighborhood and and are having a bonfire party at the same time. I saw that you have a bunch of **** in your yard/house and was wondering if you wanted to burn it?" If that doesn't work, call the police and file a complaint.

If they have children, tell them a child molester lives right down the street. If they eat, tell them you have roaches and go over their house scratching your neck constantly. If they have a phone, call in a bomb threat. Ask to use their toilet and when they let you, tell them you have herpes but before they have the chance to respond.

call your safety service director, report them to your police dept, or if they have children call childrens services. Ive even seen people take pictures write the address on the back of the picture and mail them to there local newspaper.

if someone can live with the inside nasty ,,,,more power to them...my neighbors have a clean well cared for lawn.........BUT they have a lot of little dogs and the inside is smelly.....animal control took away about 14 dogs and let them keep 4...........now it is back up to 12....females and males were not fixed.....you would never know how bad it is inside from looking at the outside............lucky we live at the end of a dead end road and they one house up..........
