This term originates from 15th century Yugoslavia.
Long ago when different goad herds of rival neighbors got mixed up, just out of spite the neighbor or other goat herder would say "I've got your goat" just to frustrate the other herder because it was so difficult to separate or recognize his goat in the herd from the neighbors. It's considered a old form of pay back for letting the goats get mixed up in the first place.
The modern translation means to intentionally frustrate someone.
