it looks like it's rotting. It's not over watered or anything, I sprayed for pests, I don't know what it could be. Please advise! Thanks!

I suggest treating it with "Miracid", a soil acidifier. Holly prefers acid soil. The black spots might be caused by moisture staying on the leaves too long, esp. if it's watered at night. Does the holly get at least 5-6 hours of sun? Check around the base of the plant to ensure that the roots are covered with soil and not drying out quickly. As a last resort, if the Miracid does not work and the plant is not too large, you might try carefully digging it out, checking the roots and soil for pests, then replanting it with a fresh mix of peat moss and soil.
