1) The owner for aiding and abetting a criminal offence likely to endanger property and life.
2) The 15 year old for driving while under age,without a licence or insurance.
As the driver is 15 and you the owner gave him the keys your insurance is invalid so you are responsible for any payment due.

The owner is responsible because the driver was in fact 16 years of age. However, depending on the state at the age of 15 some teenagers can have there permit. Did the 15 year old have a permit because if it was his /her fault he/she can be held accountable as well but mainly it falls back to the owner of the car. How unfortunate for the 15 year old because now they might be on probation and lose there permit depending on the circumstances and the state.

Final responsibility rests with the registered owner, no matter who was driving unless the car was reported stolen.

The registered owner of the vehicle is primary, driver with permissive use is secondary.

Sorry it's you. You gave keys to an undrage driver. They won't have any record, but YOU will and your insurance is going to go up. Not smart.

the owner is you are givin permission to a minor to drive you vehicle if you did not ask for the parents consent first
