i watched a commercial where you could pay a certain amount of money per month to purchase a car, does this apply to non-American citizen's.

My brother & I are both Canadian citizens & we bothown cars.
He even owns his in the USA where he purchased it making payments. Yes it applies to non-Americans

Yes, you could however you need several things first :
1. Social Security
2. Driving License
3. Money
You can lease car in US however it will cost you a fortune to pay the insurance because you can't use liability only for new cars. In US suggest to buy a second or preowned car, buy japanese car around 3500 to 4000, u can check it out on newspaper buy it from private own, bring it to mechanics to check out the engine, don't buy anything over 80,000 miles. If you can't decide from the newspaper you can always buy it from a dealer however the price would be higher than buying from private.
Once you bought your car, you will do the registration and insurance , in some states you are not allowed to drive without proper insurance so make sure you have it otherwise you could and up in jail. Insurance find cheapest one that has liability only as it is preowned car you do not need to use all risk it just simply too expensive and more expensive compare to your car in some states

Look here in America, costly things such as cars and houses are taken over by banks. Depending on your credit and your job, banks are able to loan you the money. This way you need to at least be a permanent resident.

If you have the cash, none of the above applies. But you will have a litle difficult time because it would look suspicious, plus currently it is impossible to obtain a drivers license without being legal so you might wanna wait until that happens.

banks won't give loans or leases to non-citizens without green cards. you would have to buy one outright.
