Funnily enough, there are millions of non-Americans the world-over who own cars. I am one.
Of course, what I think you're asking is whether or not it is possible for a non-American citizen to own a car in the United States. If you are a legal resident (full or part-time) of the States, yes, it is.
When you pay a certain amount of money per month to purchase a car it's called a car loan. You can get them from various banks or financial institutions or often through dealer financing.

Sure, there are other requirements to use a car but as long as you can pay for it you can own a car in the USA without being a citizen.

anyone can own a car in any country provided theypay for it even kids 14 15 16 or 17 with parent consent (for some kids like to try to fix up cars)

Of course! Just look at all the foreign companies that own businesses here. Besides, how do you expect immigrants who are in the naturalization process to get around? Ownership has nothing to do with citizenship.

Anyone can buy a car. You can get it over the table or under the table but getting the car is not the issue. The logistics of it is more about who has the right to legally drive it.

If you're living in America, it should. Money is money, they don't care who gives it to them. It's really based on credit. O.A.C. at the bottom of these ads means "On Approved Credit". It costs alot more in the long run, but it works for some. Good luck.

Sure. There is no citizenship requirement for owning property.
Nor is there a citizenship requirement for having a drivers license. Any legal documented alien, or permanent resident alien can get one (if they pass the driving test, etc).
