what can i mix with pea gravel to make it firm?

made a walkway from my house to the neighbors house with pea gravel it get all over everything

Lime stone dust then water it down

My dad used to mix in a little cement and sprinkle it gently with water to firm it up without washing it away. Lime increases the alkalinity of the soil. Out in the south west & southern Calif. the soil is too alkaline and lime will kill the surrounding flower beds, but I'll bet it is great in the acidic east coast soil.
