Assuming you're talking about a vasectomy, it's rare, but they don't "take" in 100% of the men they're done on. There are a number of other reasons your period could be late - stress, change in diet, weight loss/gain, change in exercise habits...
FYI - Your period is never "late," you can ovulate late, which makes it seem like your period is late (the second part of your cycle (after ovulation) is always 12-16 days, so if you normally ovulate on day 14, you'd get your period any time from day 26-day 30. But, if you don't ovulate until day 16 instead of day 14, you won't get your period until day 28-32. Therefore, you think your period is late, but rather ovulation occurred later than usual).

It is possible. It al depends when he was fixed. If the operations is less than 4 months ago, there could be a chance. He should also do a sperm count to see if he is indeed sterile. If you are not pregnant it can be due to stress or outside factors

1 in 972,000 My husband had a co-worker that had a vasectomy and his wife got pregnant and that is what his doctor told him. He was 1 out of 972,000 men that his vasectomy did not take or reversed on it's own.

A man who had a vasectomy can *still* impregnate a woman.
Just like a woman who had her tubes tied can still get pregnant.
