I'm after the actual person it represents, as apposed to speculation. References to back up your answer if possible, please.
I have been led to believe it was initially supposed to be the Virgin Mary when it was made, early in the 1900's.

It is, and always was, the Statue of Freedom.

It varies. It can be Liberty, Justice, freedom....etc......
