Go through your local school district. I don't think any online HS is independent. They either are made by the district or are private companies that have an agreement with them.

Why not go to Adult Basic Education classes at your local county office, or go to Continuing Ed classes at your local junior college, or whatever you have in your area? Then you don't need to worry about the legitimacy of the online people.
