Home Page unlock would be the one you want. It's from Kelly so it's safe.
It's for XP but I think it should work with other OSes as well.

To change your home page, click TOOLS, then INTERNET OPTIONS. Type in the page address you want for your home page.

If you have done this don't no what 2 do:
1)tools
2)internet options
3)by address type what website you want it to be.

well it might be because of your antivirus protection try disabling it for a while that might work if it doesnt try scanning your computer for spyware as such
