There are "video blogs," but strictly speaking, to "blog a video" means to place a link in your blog to a video that you found interesting--that is, it doesn't necessarily mean that you made that video. Blogs used to be simple "links pages" in which bloggers would collect links to articles, websites, and other things on the web that they felt their readers would be interested in, with a little bit of commentary. Nowadays, though, blogs are more like online diaries, though most do still incorporate links to other things on the web.

Video blog is the video version of a blog.
A blog is a place where you can post any kind of content, from political essays to personal diaries.
So if you have a Video blog you can write and ilustrate it with your video.
Or even make a video diary.
