There's the rub in terms of what is the worst of anything. Many Republicans and social conservative vilify Clinton not only for what he did as President but also what he was supposed to have done as a private citizen (Whitewater/Lewinsky). However, whether his actions should have involved impeachment is still highly questionable.

There is also the charges that a lot of what we're seeing in terms of terrorism and the decline of the U.S.'s status in the world is due to his actions. On the other hand, the current administration has done wonders for isolating us from former allies and friends. However, bring these up and a number of people will wonder whether you should be hung as a traitor for criticizing the government. Note, though, it's the people not the government that's being criticized.

There was an independent study done some time in the last year that evaluated Presidents on various aspects. It turned out, I believe, that Warren Harding came out as the worst President due to the corruption, economic policies and general laidback foreign policy that may have contributed, in part, to the Depression and World War II.

All I'm saying is that you had better define your criteria very clearly before getting the information you need for the paper. Be sure that your readers are going to know where your own biases are before rendering an opinion, one way or another.

I think you need to re-think this one. First, Clinton was not anywhere near the worst president this nation has had. He couldn't keep his pants zipped, I'll give you that, but as a president goes, he was pretty effective. Sad truth is, he would've been more effective had the republicans stopped trying at every turn to shoot him down. He enacted the "Welfare to Work" program which did a lot of good and other programs that we needed in this country. He cared about people. Unlike the nit-wit Bush we now have in the White House. Why don't you write about Bush being the worst, because there you will have no problem at all proving that.
