well for starters u can try yahoo geocities... it's free.... it also has a builder tool which is best for novice users....
personally for building a website i recommend dreamweaver (its a html editor software).... don't be scared.... it is the best software out there.... u don't need to know html.... u can just work on it like u r using word.....
there are lot of sites dedicated for website building.... they are worth a look....
to host sites.. i recommend 50webs.com as they have no pop-up no advertising... all for free....

here in yahoo have two options...
first Geocities but too much banners
second small business with a small monthly payment but really worth a try...
Out of yahoo has my spaces of Hotmail.
