98 kg sounds very tiny....but if you have access flab, you can get a tummy tuck (though maybe just a partial one.)
Talk to your doctor and then maybe see a plastic surgeon. They will be able to evaluate you.

Your best bet is to consult a DR. I think you will be able to if there are no complications with you health, but talk to a DR about it.
