You said 'trying to look' so it wasn't just a glance sort of thing. If you were really upset, you should have shot him a dirty look, or the classic retort 'take a picture it lasts longer,' 'see something you like?'
What would be the motivation? Is it a circumcision issue? There could be alot of reasons. There are a lot of unknowns here, such as age, culture, circumstances (i.e., in a locker room, or sleepover situation?) Are you close friends, or is he just a guy you know?
I wdnt worry for now, but if it happens again, that shows persistence on his part, you will have to deal.

Don't do anything. He might have just been checking your goods out to see how his goods compared. If it keeps happening then you should say something to him about it.
