Depends on what you want to do. You can get free space at places like geocities and angelfire but you will have to use a weird domain name like www.geocities.com/50578jldjlkj.

If you want to get your own domain with hosting 1&1 I think has hosting for 2.99 a month with a free domain name. You will at least have a normal domian if you are using it for professional purposes. I think they even offer a free site that you edit. A lot of hositing companies do. You pick a template and fill in the areas. They are usually restricting but might work for what you want.

Hello,

Please, do not waster your time and/or money on “free” websites –
They are not successful, generate no traffic and no income. They keep nibbling away at you for additional stuff and before you know it, the "free" mounts up to $500.00 or more.

I recommend software from SBI!

I created my website with SBI! last February, 2006.

I now get over 4,000 hits per month.

No technical knowledge required. If you Yahoo!,
you know more than enough to create a website that works.

Over 20,000+ people around the world enjoy the benefits of this system.

Some say even spiritually.

Don’t take my word for it. Spend a little time on your own due diligence.

Microsoft has a program for small businesses to have their own domain name with 5email accounts for free. The website is www.officelive.com. There are three different levels and the lowest level charges nothing for the domain. They even offer the tools to design your own website and the domain names have the usual .com,.biz, .org., and so on. Good luck!

I hear that Brinkster.com has free hosting. Often your Internet provider will provide a web page as well. You can download a home version of a ws_ftp program at Tucows that is free to use for 30 days. As for designing and programming the site, there are many, many web tutorials for help with HTML language. http://www.w3.org/TR/html401 is one. http://archive.ncsa.uiuc.edu/General/Internet/WWW/HTMLPrimerPrintable.html is a beginner's guide.
