Condi Rice generally does wear women's clothing, yes. I see no reason why Condolezza Rice would stop wearing Women's clothing after her swearing in.

No, probably not. When a president no longer upholds the Constitution, when Congress no longer bows to the will of the American people, when citizens no longer have a say in how a their tax money is spent, and when presidency can be bought (or stolen), there is no longer anything to vote about.
