They are the crew and the crew chief. They not only monitor things but talk the driver through the race on how the car is handling and then there is the spotter who keeps in contact with the driver and lets him know who is behind him and what move to make in case of a wreck. They keep track of gas mileage, wear and tear on the tires etc. and decide what to do during pit stops. They also coach the driver in the case of high running emotions

Those guys are the telemetry team.
They monitor the perfomance of the car's components during testing and races, this is done by a system install in each car, that transmits data related to the engine and chassis to computers in the pit garage
Also the driver exchange information with this team, giving them data about how he/she feels the behavoir of the car. They are also responsible for giving the teams orders to the driver, including when to make the pits stops.

To help the driver to understand if he is doing good or bad. Also they can tell him if he is losing the leader or gaining on him. They can tell him lap times and the lap. Just about anything even crashes.
