when an employer says the dress code is smart casual, what does that mean? for men

Probably khakis or dockers, a dress shirt and tie. And keep a blazer handy in case you get called to a meeting with higher-ups.

Often an employee handbook will give examples of what's appropriate for the variously-named dress codes that seem to be around everywhere now.

I'd say anything nicer than jeans and a print t-shirt.

maybe some khakis and polos... button ups
collared shirts
something professional but not "business suit" professional
