I have spoken to the police and they suggested the privacy fence which we just shelled out a couple grand to have installed. She calls me a bully, and accuses me of tresspassing on her property, as I have maintained a front hedge that grows over the property line for 18 years. Well I only work on my side of the hedge since this neighbor came over and yelled at me about having something too close to her chain link fence. All she needed to do was to ask me to move it off her property and I would have done so. (after all I didn't even know it was partly on her property) I believe the woman is off her meds. Ha. Just now I was in the front yard and she loudly made a snide remark about my new dog and how I can't take care of the ones I have. (not true) I didn't say anything back or even give her the satisfaction of knowing I heard her. I just came in the house. It's a real stressing situation and often frightening knowing she may blow at any time. I own home and do want to move, retire soon.

I've found that one of two things work. Talking to a person like that as if you care what their concerns are and trying to find a solution that suits both, this will only work if you can appear to give merit to her problems and not blow up if she annoys you. The other is to completely ignore her all the time. It's no fun to antagonize someone who doesn't care at all. Good luck, I hate moving and I hope you don't have to go through all that just because your neighbor is a pain.

Saying "you didn't know" the fence was over the property line is not excuse. You needed to have checked that before you put it up. Also, the dogs, do they cause noise? I lived next to people who thought it ok that the dog barked anytime of the day. Not right at all. Examine yourself fully, what else have you done to create a problem with this person?

She may be a little touched in the head, or not. Who knows? But, you have an option to move and I would suggest you do if this has gotten so volitile.

I would keep ignoring her because any sign you give her of having heard her or acknowledged her presence would give her more reason to yell.

I would also find a tape recorder, like the kind used for dictations, and keep it outside when you are working. Do this a couple of times and then present the recordings to the police as evidence of the harassment. Some cities have ordinaces against behaviour such as this.

Anyways, I would keep filing complaints with your local police department. If she ever became physically abusive to you or your pets, or something happens to your pets when they are outside, the neighbour would be the first person the police would consider suspect, since you would have so many logged incidents of this harassment. You may want to check your city ordinances regarding loud/obnoxious behaviour and regarding pets. Some cities have ordinances that make it a crime to knowingly set out tainted food or poisonous substances where a person's pet can easily access it.

Start leaving garbage laying around, this will attract raccoons or skunks, play loud music, throw lots of parties, get rid of your muffler on your car and drive around the neighborhood at night, and when she comes out and says things to you just tell her to shut up and leave you alone. Threaten that you have a shotgun in the house for any intruders or troublemakers.

Or bake her some cookies with marijuana in them.

I live next door to the wicked witch of the east, thank god I rent, I am moving, two years is long enough to put up with an abusive neighbor. Good Luck to you

You need to become a more annoying neighbor back until your neighbor is willing to negotiate a truce. Buy lots of wind-chimes, put strobe lights in your back yard, think of as many annoyances that you can as long as you stay within legal limits. Your neighbor is like that because she is getting away with it.
