According to Wikipedia, "The interior Earth location of the MohoroviÄiÄ Discontinuity varies between about 5 km (3 miles) beneath the mid-ocean ridges to approximately 75 km (47 miles) beneath continental crust." In short, the "Moho" is waaaaay deep underground. Above this, above the plate, there's the ground, soil, ore, water, and whatnot. Wells are the way people draw up this water, and have been so for millenia. If the water underground is close enough to the surface, you can't build underground because the water will seep into your underground space and fill it. (And that's why so many basements need dehumidifiers, to remove the water that seeped in and evaporated.) The top level of this underground water is called the "water table."

I get my water from a well, I don't have city water. So Yes their is water underground.
ps: They can't build things underground in Miami because the water table is only 3 or 4 ft. under the ground. Here in TN. the water table is much deeper. My well is 125 ft. deep.

Ya! there is water. The earth crust is divided into 3 horizons- O, A, and R. The R horizon contains water. R horizon exists in different depth according to the place. Continental plates lie in the horizons.
