I have a landlady who is not only ripping me off with rent, and then charging for water and lights on top of that, but now expects me to provide the Gas for the gas stove in my place as well. I was under the impression the Owner of the property (My Landlady), was to provide the gas at least.
Can anybody help me with my dillemma?

You need to check your agreement.

Further, check the meter, and determine if your apartment is metered separately.

Next, if you have to pay, insist on getting the bill directly. No bill, no pay. Doesn't that seem fair? If she says no, then say "Can I see the bill for Meter #23?" If she says no, then you have a case. There is no way you can determine if her monthly bill is fair without a direct bill.

You have an interest in paying your own gas bill. It establishes credit for you. It assures a steady supply of cooking gas in case of your landlord's insolvency or negligence.

You may have to pay that bill, but don't make it easy on her. Don't just pay a higher rent. Pay a separate bill.

It should be in the contract.
If you didn't sign a rental agreement or contract, it is something you will have to work out with the landlord.

If you have a lease or other type of rental agreement, the details of who pays the utilities should be spelled out. If you do not have a rental agreement, you may need to move to avoid the charges she has imposed. If your agreement is incomplete, see your attorney for clarification of your rights.

It's all about the written contract. Read it. Study it. Memorize it. Water, electricity and gas are all utilities and your contract should mention who is responsible for utility payments. Some contracts will specify some utilities to be provided by one party and other utilities to be provided or paid for by the other party.

The lessor should at least provide the gas service, but who is to pay for it? that should be in the contract.

If your lease says gas included she pays if not you pay.
