If you can't download programs (from the internet I assume), than this isn't a problem with your CD drive at all... it's something else, maybe even a virus.
Unfortunatly, you havn't given us much to work with on this question. Does the CD drive run CD's ok? Is it a new CD Burner? Did you just install it and are not able to get it working?
Often this kind of thing is trial and error. Try one thing, if it doesn't work, try something else.
Maybe you should try making sure that your cables to the drive inside the case are connected and havn't come lose, then make sure your software is installed right, and then maybe try scanning with an antivirus.
You can get a pretty good free antivirus at www.avast.com if you don't have one.

Open the gadget supervisor, click on the plus sign, next to "CD-ROM", click on "residences", and eliminate the motive force, the reboot, whilst homestead windows starts off it is going to reload the motive force, if that doesn't artwork, then your tension could be ineffective.
