It's not easy to tell...
The best selling album and the most famous one is 'The Downward Spiral' (1994), and it is one of the best albums, but it may be too diificult to absorb for someone who doesn't know NIN.
My personal favourite is 'The Fragile' (1999), but it's even more subtle than the previously mentioned album.
'Broken' (1992) got 2 Grammys and it has the best remix album (Fixed), but it's quite short and homogeneous (20 minutes of pure rage).
'And All That Could Have Been' (2002) is a concert album, so it's a sort of "best of" compilation.
Finally, 'Pretty Hate Machine' (1989) has catchy hits, but the musical instruments resemble Depeche Mode, so it's not really rock.
Well, it's your choice. My favourite is The Fragile, but NIN is mostly known for The Downward Spiral.

I would say to go with The Downward Spiral, since that seems to appeal to just about everyone. I love The Fragile & Pretty Hate Machine as well. You really can't make a bad choice. If you're new to NIN, stay aways from some of their singles, which are mostly remixes. You have to let those grow on you. Here's the list of NIN albums (which Trent refers to as Halos):

My vote goes to "And All That Could Have Been" ... it's just something about this CD.
But it's hard to choose the best, because they are really different from each other and unique. Each of them gives you a special feel. Different journey every time.

my favorite is broken but i would start with pretty hate machine. as far as cds to stay away from i think they are all good but im an avid fan also so i might be bias
