you live in a town on a meander bend of a major river. An engineer proposes that your town invest in a new and higher artificial levees to prevent the meander from being cut off.

I would say con: not letting a meander do its thing will only cause more subsidence of the floodplain and more deposition of the river, leading to the river being higher in elevation that the floodplain. This is what happened to New Orleans.

There is no simple answer to this question, and any useful answer depends on a great many other facts that are not given. Highways? Importance of fresh water? Fishing? Bridges? Economy of the town? Effect of cut-off on: traffic, economy, tourism, neighborhoods, politics, etc?

Is the town able to afford the cost? Why is it up to the town instead of the national government? It is a major river, so anything that affects the river will affect the rest of the country served by the river.
