I've been playing for 45 years and still perform on stage at clubs twice a week. I also teach guitar and know all the chords, notes, progressions, scales etc. Having said all that I'm still learning.
However to answer your question I would say it's when you have mastered chord changes to the degree that you can play a song smoothly or a tune comfortably and which people can recognise.

When they learn the first chord...they do know how to play the guitar just not every chord

When they have enough knowledge of how to readily play written music (notes and chords) and have mastered some songs to play without reading music.
