Crime rates usually correspond to a number of factors...For instance, crime usually spikes in economically depressed areas where unemployment rates are high. Rising crime rates can also be attributed to a poor public educationa system, a lower class of jobs, the influx of a transient population, an increase in public housing and many other socio-economic issues.
Does you community have any or all of these symptoms? Usually the best way to reverse the trend is to imporve public education, Once education improves, most other issues simply fall into place.

Why is everyone saying that poor people cause crime??? Many poor people just go about their days, working hard and living life the best they can! DRUGS cause crime. I live in a highly diversified area, and all i hear about is rich kids stealing from electronic stores and their friends to get heroin and pills. Very rarely do I see the "poor people" in the newspaper for committing a crime. Additionally, a lot of murders and assaults are between drug dealers, over...guess what?....DRUGS!

The simple answer is: poverty.
The longer answer is that an increase in poverty will lead people to do whatever it takes to put food on the table, which almost invariably leads to crime. This increase in poverty is frequently precedented by an increase in drug usage in the neighborhood, because as people become addicted to said drugs, they usually end up losing their job and doing anything for money for more drugs. This is what I've seen in my own town anyway, which is slowly being destroyed by methamphetamines.

Poverty isn't what causes people to commit crimes. Poor impulse control is. (I saw it. I wanted it. I took it. He dissed me. I killed him.)
Poor impulse control is more common in the poor, since it also means you don't hold down a job or go to school if you don't feel like it. You also spend all you have on things that make you feel good temporarily - like drugs and alcohol. The drugs and alcohol give you worse impulse control, so you get in a death spiral.
So when people with poor impulse control move into a neighborhood, or something (like drugs) erodes the impulse control of the people there, you get an up swing in crime.
