you could start by asking if she likes to wear them that you feel its sexy then ask if she would wear them for you sometimes if you dont sound demanding and she wants to please you she may be willing to sometimes.

Well your creepy if you ask her to wear them to a drive in or sports bar. But if you ask her out to a nice restaurant, and say to her lets dress up, I'll wear a jacket you you wear a skirt and stockings. Most girls call pantyhose stockings, but if she is into thi-highs like a lot of girls are today, that's a step in the right direction.
I would really have to like you to wear pantyhose, but I wear stockings every time I go out any place nice. They are super comfortable ans sexy, and I don't have to fight with them in the bath room.

Well, it depends for what occasion. Maybe you could get into the subject by asking what crazy things there are about her that you don't know and eventually bring up your fantasy about pantyhose. Ask her if she has ever thought about wearing them and it'd be fun to see her in it, if she's willing to.

Well, if it is a gf, then go ahead and say "I think that you would look so hot wearing these". Simple. She will probably wear them for your sake.
You could also try giving them as a gift for a special occassion, she will get the hint.
I dont think you should give much thought to it, just ask. Nothing irrational about it.

I don't think it's a big deal. Just say something like "hey, that girls pantyhose are hot. Maybe you should try them!"
