Biologically, They say that it is because they have a larger "Corpus Callosum" an area of the brain that deals with both hemispheres of the brain in the form of cross-brain communication. This is suppose to be linked with "higher intellectual activity."
Now, if any of this has to do with why women are so emotional I do not know for certain. Women, by nature, look at life so much deeper than men. I imagine that each level of depth has a multitude of emotional considerations.

They're not. You guys aren't so sensitive. Plus, gals start puberty faster than guys do and mature faster. In other words, deal with it like a man.

That is how God made them. However, some girls are not as emotional as others. They are not emotional all the time.
