was Clint Eastwood a ghost?

Yeah, I would like to think he was. Considering the way he rides off and disappears in the haze at the end of the movie, I guess we're led to believe he was the ghost of a sherrif who lived in the town years earlier.

No. Eastwood was the sherriff in the same town years before. He was horsewhipped by some thugs almost to death and no one in the town came to his rescue. The townsfolk thought he died as a result of the whipping, but he did not. He was left in the street for dead by the thugs. No one saw him crawl under the sidewalk and later escape because the townsfolk were cowards and wouldn't come out of their homes to help him, even after the thugs were gone. He came back years later, when no one recognized him, to make the town pay for its cowardice.
