Had this happen a few times before (on both Windows 98SE + ME based machines).
1) Open the volume control panel, set in "Advanced Controls". Make sure all the sliders are cranked up as high as they'll go.
If that failed.....
2) Go into BIOS, check the settings, ensure the soundcard is set to "ENABLED".
If you're not familiar with playing around with the BIOS settings, just select the option for setting it to DEFAULT.
3) If that failed, go into "Control Panel", uninstall the sound drivers, restart computer, re-install the drivers.

This is a funny situation. But sometimes it happens when you install your modems and the sound. Some mother boards need the installation of sound cards after installing the modems and broad band tools.
However, first download the drivers from the internet, and then run a Google search for "problems with sound cards+installation+device brand ". You might be able to get few tips on the sequence to follow when installing sound cards.
Good luck

go to my computer and right click and press properties, then go to hardware, then device manager
then go to the sound device, and expand and look for your soundcard entry when u find this ,double click and then click drivers........you should then update drivers,,,if you have a driver disc for your soundcard ,place it in your cd/dvd drive now,,,,,you should then when asked let windows find the drivers automatically,if it dosent find it then you will have to go to the website of your soundcard and download the latest drivers
once you have done this, burn them to disc and re-try the above ,it should work fine hopefully
good luck
