The title must be ordered by the next of kin. The police might be able to assist you with finding out where this person's family is, though they may impound the jeep as a result.

your local vehicle registration deals with this all the time. They may even have record of title and all you might have to either get people to sign off on it being in storage or the back registrtion which ever is less expensive. But each state is a little different but the registration folk I have dealt with have always been helpful in these kind of situtations. Good luck and have fun.

Not sure about Carmax but could go to the dmv with the Vin # and get them to do a title search and go from there.

You would have to go to MVA and and make sure you bring a lunch because you will be there all day

You should be able to call the DMV and give them the VIN. They will tell you what to do.
