I don't know of a free way to do it, but I know od a low cost one. If you have the SS# of the person, go to your local BI (bureau of investigations) office. For under $10 they will give you a full rap sheet on a person, including even the minor things such as traffic violations.

There is no such thing as a free lunch here.The only way I know of, is to have a close friend in your local police department do it for you.
