I do hope you don't mean to try burning the CD on a player!? Because, if you can, I'd sure as hell love to know how!?
First of all, you need to understand that a video clip could be in a lot of formats like avi, mpg, xvid, divx, and so on and so forth. While the CD format needs to be .dat. So, you'd need to convert the Video Clip you'd downloaded to the CD format. The capacity of a CD is 700 MB and therefore, if the size of the file were to be bigger, you'd need to split it! Then, you could burn this on to a Blank CD using the CD writer software like Nero.
For all this, you'd need [a] a converter software, [b] the Splitting and Editing Software, [c] an Auhtoring Tool and [d] CD Burner with adequate software. Anyway, CDs are passe and DVDs are also on their way out; and making Pirate Copies of Movies is a Crime.

By the way, the Video Editing Softwares don't come cheap and their "Trial" versions usually will not process an entire movie but only a sample of it! So, unless you're going to do this as a Professional, I'd advise you not to bother, because the investment can be quite steep.

You need a TV tuner card installed in your PC, either an internal card or a USB tuner. You need to connect the audio video output from your video player to the AV in of your tuner card.Then record the footage to you PC. Now you need software to bum your video files to CD. You could use freeware like Video DVD Maker Free
