I guess you are talking of the Pentium D rather than the Pentium 4 D. I am assuming that you are buying everything afresh. In this case, close your eyes and get the cheapest DUAL CORE computer that you can get. As far as I remember, Dell was selingdual core computers for less than single cores one (as most people have no clue that Dual core are actually faster when doing multi tasking). And of course, the more memory the better.
FYI, you don't need a fast computer to get faster internet. A Dual Pentium 3 with 1GB memory is plenty fast already for what you do. You can get a few for $100.
It was actually when I started to open more than 30 Windows that my computer started to lag a bit and temporarily freeze.

The price of Intel processors are going down it was announced 7-28 so if you wait a month computer prices will be down a Pd 900 series is what you want, 2 cores, 2 mb per core total cache 4 mb; the only way to get a Pd with HT is the extreme which is $1000 for the processor alone

I can tell you that 512mb of RAM is basically the bare minimum, I don't buy a computer with less than 1GB of ram, and with vista coming out so soon (yeah right), the requirements for a computer will increase substantially for all the cool effects and eye candy and all that. But again, it depends on how much of a cost difference we're talking about.
