If I were a World Leader I would make sure that everyone shared equally in all profits from that country. There would be no want, nor bias as God has created man and is no respecter of man. Everyone would have to work and give back to the country and everyone would have adequate shelter, food, and health care. I would expect that all would have love and respect towards one another. No one, I mean no one would have more than the next. Their would be peace and wars would not be fought over such greed or trivial matters. Sounds like socialism? That's what Jesus and his disciples stated. All would live in a commune and bring all that they owned, wealth included,and share it amongst themselves. Everyone would be equal, race would be a thing of the past and men and women would be equal. What a grand country it would be.

I would say to the people that corruption must be stopped, so that resources can be used for the people of the country, not just the pockets of those willing to exploit both the country and it's people.
Education must be a priority, as it will help in lessening the problems of poverty and illiteracy.
Security from other countries, and from citizens within the country that would harm the country, is paramount. But, back to the corruption problem, care and attention must be made to profiteers who would take advantage of others.
Lots of possiblities--how to improve business, tourism, encourage industry, foreign relations, etc.

Assuming you meant to spell "LEADER", I would suggest using the words of one of Americas most beloved presidents. And make certain you give him the credit.
"Ask not what your country can do for you, ask what you can do for your country."
John Fitzgerald Kennedy
Add in a little, "Look for ways to volunteer your help with community service or charities or hospitals. It won't cost you anything and it will mean a great deal to those you help".
Expand on that a little in your own words and I would think it would get you a good grade.

I assume you mean leader. It also sounds like you are in middle school or a maybe 9th grade, just BS it. They won't know the diffrence. Say you would help fix some problems and maybe strengthen the army or something like that.
