Go, just so people don't start gossiping and making up stories about why you didn't go.
Stay for just a little while. Excuse yourself at some point and say you wanted to stop by, but had a previous engagement.
Better to go than not to go and risk all kinds of "drama." In the end, it's less of a hassle. Normally I'd say don't go if you don't really want to, but if you're in the age group I think you are, then better to go and not have the risk of the drama, made-up stories, etc. that might circulate.

Afraid so. Boredom is something we often have to put up with on behalf of friends. But, here's a better idea, why don't you surprise her (as your gift to her) and plan something to make her party a little more exciting. Everyone will benefit -- including you. You don't mention your age, so I can't give any specific ideas or say whether or not you'd need to get in touch with her parents or whoever is throwing the party in order to work this out.

Two things you can do: One...be a good friend and go (stop thinking of yourself!) and tell her you can only stay a little while. Bring your gift, chit-chat for 30 minutes and leave. Or: tell her the truth....you hate parties! Then next year she won't invite you. Stop being so self centered and think of others before yourself. You sound like a brat to me...I'm surprised you even have any friends.

Follow your heart, don't force yourself to go if you don't feel like going. It might make things worst... just call her up and wish her happy birthday. If she's your best friend, she will understand. In fact, I have skipped my good friend's birthday BBQ party yesterday. I told her I will treat her a meal when we hang out together next time.
