Southern parts of Italy and some parts of midle east would be best

Southern Britian. It's tempered by the Jet Stream. Usually never gets very hot (a/c is almost non-existant), and rarely snows.

Beaulieu-sur-Dordogne in Correze, Limousin sits right on 45th parrallel and so has a temperate climate all year. It's in France by the way.

West coast of scotland - same latitude as moscow but warmed by gulf stream (tho that reducing due to global warming) - not much snow, mostly rain in winter, not much sun (this years heatwave excepted) mostly rain in summer.

Live somewhere on a coastal area, the ocean moderates huge swings in temperatures.

Southern California or Florida would be your best bet.

BY all accounts, the canary islands have the smallest temperature deviation i the entire world. all year round its temperature differential is lower than anywhere else.
