Ok, first thing you need is money. Lots of money. The only way your going to get anything done is buy an alderman or other low level politician. You'll need cash for the Chicago police too. They won't move without "grease".
After you've lined up your political connections, then pay them to write you a letter of recommendation. You can, sometimes get one of them to forge many signatures, this will save you some money by not having to purchase more politic connections.
If that doesn't work... there's always blackmail!
(I sure miss Chicago, out here in California, the politicians do nothing even with grease!).
