How much trouble is this going to be to fix. Looks like I can get to it without removing the dash. Or is this a job for the dealer.

First off, get a repair manual. That should tell you if the diverter is motor driven or vacuume driven. There could be a vaccume leak. I know on the Dodge trucks, vacuume pressure operates the diverter and if a line is leaking, it will not operate correctly.
