Move your mouse to the task bar, (where there are no icons) and right click your mouse. Uncheck, "lock the taskbar". Once this is unchecked, simply left click the same area and drag it to the left/right of the screen and from there you can move it to the bottom. make sure you lock it again so it stays in its position by following the same prodecure as before to unlock the task bar.

Make sure it is not locked, then just click and hold, move to the bottom, then release.

drag it down (if you have the clock on your toolbar, its easier to click there and drag, atleast for me). but first right click the toolbar and make sure it isnt locked

right click on the toolr bar then see if it is on "lock toolbar" mode..if it is...unlock it then drag and drop...after that..i advise you lock it again
