Most people are not saying that members of Hezbollah cannot have elected officials in Lebanon's parliament.
They're saying that regardless of electoral votes, Hezbollah doesn't have the right to lob rockets at Israeli towns. Slight difference.
Besides, the US has already established its policy that if we don't like a government, we have the right to invade and topple that government, or to impose economic sanctions to force those elected officials out of office.
That's the other part of democracy that everyone forgets. At it's core, the very concept of majority rule is a might-make-right system.

Fear put Hezbollah into the governing body of Lebanon. Hezbollah was started in 1982 under the sole goal that it would destroy Israel. Does this sound like a basis for civil government--by the people or for the people (democracy)?

Yes, they are a part of parliament, but they obviously are not law abiding. They are terrorists in every sense of the word. If the Lebanon government doesn't get them under control, Israel will! When will they learn, they're never going to destroy Israel except only in their dreams!
